Do not buy hotel reservation that is booked with someone's else account. This is fucked up and can ruin your whole vacation. The services which refund part of your reservation (40-80%) are completely fine (not sure if they exist in this forum). They can do it as soon as you make the reservation (even months in advance) and their method is completely legit - just exploiting the company's partial refund policy. You can easily figure out what they do if you read Booking/Hotels/Expedia TOS.

since they are blocked accounts if you get hotel it will be canceled for sure

Anyone tried purchasing Booking.com accounts and using them for hotels?

Will there be any issues if the owner opens a CC chargeback before I check in to the hotel, or anything else?

Any info is appreciated
