[HIDE] Step 1: Have a somewhat aged eBay and PayPal account. Would likely work with fresh ones, but we're shooting for 100% success here. would recommend a couple of years old, all with legitimate information.

Step 2: Find a digital product code for something you want. Maybe a gift card maybe an actual product code; really doesn't matter as long as they are willing to email you the code upon payment. It's better to look for a new seller than a veteran, but eBay sides with the buyer 99% of the time so just make sure the vendor isn't actually shipping you anything as they could turn around and tell eBay that you received the product (based upon tracking) and that you don't deserve to be refunded.

Step 3: Pay immediately. If you pay outright, and you have some good reviews on your account, the seller will often side with the buyer and just refund you as soon as you ask. On top of that, they commonly leave their own positive reviews on your account making this even easier in the future.

Step 4: Use the code and then message the seller requesting a refund. Provide a screenshot of the error message saying "Code already used" or something along those lines. Don't be an idiot. If the message says "Code already used on this account" don't use that as your proof. I feel I shouldn't need to include that, but there's always someone. In that case, open a new account on whatever platform you bought the code for (I.e. a Steam Wallet Code) and use the error message from that as your proof.

At this point, one of a few things happen. The seller believes you and refunds you quickly or tries to provide another code. Decline the replacement and request a refund. If you get the refund, congratulations! Wait a while and do it again (not to the same seller obviously). eBay literally couldn't care less.

If the seller disagrees and declines your request, you now have to wait. eBay gives you a few days to work it out with the seller but the seller knows you're a scammer and is unwilling to refund you. A few days later, you can escalate the case. Provide your proof here along with a paragraph like: "Seller is providing already used Steam Wallet codes and I would like a refund. Proof of wallet code declination has been attached to this case."

The seller might include their own "proof" but in reality all they have is a receipt of purchase and occasionally an email from the company where the code was used saying that it was used, but not informing the seller of who used it (you). They are not allowed to hand out this information, so don't let that deter you. The user of the code in question is safe from being exposed by the company that the seller might contact to support their case.

A few days later, eBay will automatically refund you.

1 out of every 100 of these (not a real statistic) will be declined by eBay. Maybe the seller has too much reputation and maybe the buyer has too little.
For whatever reason, this does happen occasionally. When it does, start a case on PayPal using the same proof you did on eBay.
